Well, we do have the SA Special Forces Brigade, which is comprised of two regiments (5 SFR in Phalaborwa and 4 SFR in Langebaan). They technically *could* kill Mugabe and his cronies, but that would be both illegal and pointless, since Muggo would just be superseded by another power-hungry thug from within ZANU-PF or the army. If you’re going to attempt regime change, you’ve got to stay behind and pick up the pieces.

Everything to do with Zimbabwe centres on South Africa. The US won’t press for anything tougher than regime sanctions because it doesn’t want to lose the co-operation of SA, which the US sees as an important player in Africa’s future, while SA’s tacit support (aka quiet diplomacy) merely emboldens Mugabe to continue. So long as we refuse to isolate Zim, there’s little the rest of the world can do short of even more sanctions. Regime change isn’t an option, there just isn’t a legal case for it (as opposed to Iraq, where there was).
